Brian Deese leads the Sustainable Investing Group at Blackrock, Inc. Previously, he served as Assistant to the President and Senior Advisor to President Obama overseeing climate, conservation, and energy policy. Earlier in the Obama Administration, Mr. Deese served as Deputy Director of the Office of Management and Budget and Deputy Director of the National Economic Council, where he coordinated policy development on economic priorities including tax policy, financial regulation, housing, clean energy, manufacturing, and the automotive industry.
Gary Guzy is Senior Of Counsel in the Regulatory and Public Policy practices at Covington & Burling LLP. During the Obama Administration, he served as Deputy Director and General Counsel of the Council on Environmental Quality, where he led negotiations to secure the historic Clean Car Standards. He previously served as General Counsel of the Environmental Protection Agency (EPA) and Counselor to the Administrator during the Clinton Administration. Mr. Guzy was also Vice President, General Counsel, and Corporate Secretary of APX, Inc., Global Practice Leader for Climate Risk and Sustainability for Marsh, Inc., and a Senior Attorney at the Department of Justice.
Kevin Poloncarz is a Partner in the Environmental Regulatory and Public Policy Practice at Covington & Burling LLP. He has been extensively involved in the development of climate laws and regulations at both the federal and state levels, including California’s cap-and-trade program, Low Carbon Fuel Standard, and Renewables Portfolio Standard, as well as greenhouse gas regulation under the Clean Air Act. Mr. Poloncarz argued in defense of the Clean Power Plan in the D.C. Circuit Court of Appeals for a group of power sector clients.
Danielle Gray is Senior Vice President, Chief Legal Officer, and Corporate Secretary for Blue Cross and Blue Shield of North Carolina. During the Obama Administration, she served as Assistant to the President and Cabinet Secretary, where she was responsible for policy coordination across the Cabinet-level agencies. Prior to becoming Cabinet Secretary, Ms. Gray served as Deputy Assistant to the President and Deputy Director of the National Economic Council, Senior Counsel to the Assistant Attorney General for the Civil Division in the Department of Justice, and Associate Counsel to the President.
Norman Bay is a Partner in the Corporate and Financial Services Department and Head of the Energy Regulatory and Enforcement Group at Wilkie, Farr & Gallagher LLP. Previously, he was Chairman, Commissioner, and Director of Enforcement at the Federal Energy Regulatory Commission (FERC). Prior to serving at FERC, Mr. Bay was U.S. Attorney for the District of New Mexico and before that was Professor of Law at the University of New Mexico School of Law. He also previously served as attorney-advisor for the U.S. Department of State, Office of Legal Advisor.
